Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 11 15.6.4.3 Boolean.prototype.valueOf()
michael@0 12 Returns this boolean value.
michael@0 13
michael@0 14 The valueOf function is not generic; it generates
michael@0 15 a runtime error if its this value is not a Boolean
michael@0 16 object. Therefore it cannot be transferred to other
michael@0 17 kinds of objects for use as a method.
