Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 8 File Name: date-001.js
michael@0 9 Corresponds To: 15.9.5.2-2.js
michael@0 10 ECMA Section: 15.9.5.2 Date.prototype.toString
michael@0 11 Description:
michael@0 12 This function returns a string value. The contents of the string are
michael@0 13 implementation dependent, but are intended to represent the Date in a
michael@0 14 convenient, human-readable form in the current time zone.
michael@0 15
michael@0 16 The toString function is not generic; it generates a runtime error if its
michael@0 17 this value is not a Date object. Therefore it cannot be transferred to
michael@0 18 other kinds of objects for use as a method.
michael@0 19
michael@0 20
michael@0 21 This verifies that calling toString on an object that is not a string
michael@0 22 generates a runtime error.
