Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 8 File Name: date-003.js
michael@0 9 Corresponds To 15.9.5.3-1.js
michael@0 10 ECMA Section: 15.9.5.3-1 Date.prototype.valueOf
michael@0 11 Description:
michael@0 12
michael@0 13 The valueOf function returns a number, which is this time value.
michael@0 14
michael@0 15 The valueOf function is not generic; it generates a runtime error if
michael@0 16 its this value is not a Date object. Therefore it cannot be transferred
michael@0 17 to other kinds of objects for use as a method.
