Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 10 ECMA Section: 11.12
michael@0 11 Description:
michael@0 12
michael@0 13 The grammar for a ConditionalExpression in ECMAScript is a little bit
michael@0 14 different from that in C and Java, which each allow the second
michael@0 15 subexpression to be an Expression but restrict the third expression to
michael@0 16 be a ConditionalExpression. The motivation for this difference in
michael@0 17 ECMAScript is to allow an assignment expression to be governed by either
michael@0 18 arm of a conditional and to eliminate the confusing and fairly useless
michael@0 19 case of a comma expression as the center expression.
