Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 8 File Name: string-001.js
michael@0 9 Corresponds To: 15.5.4.2-2-n.js
michael@0 10 ECMA Section: 15.5.4.2 String.prototype.toString()
michael@0 11
michael@0 12 Description: Returns this string value. Note that, for a String
michael@0 13 object, the toString() method happens to return the same
michael@0 14 thing as the valueOf() method.
michael@0 15
michael@0 16 The toString function is not generic; it generates a
michael@0 17 runtime error if its this value is not a String object.
michael@0 18 Therefore it connot be transferred to the other kinds of
michael@0 19 objects for use as a method.
