Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 9 * SUMMARY: RegExp conformance test
michael@0 10 * See http://bugzilla.mozilla.org/show_bug.cgi?id=187133
michael@0 11 *
michael@0 12 * The tests here employ the regular expression construct:
michael@0 13 *
michael@0 14 * (?!pattern)
michael@0 15 *
michael@0 16 * This is a "zero-width lookahead negative assertion".
michael@0 17 * From the Perl documentation:
michael@0 18 *
michael@0 19 * For example, /foo(?!bar)/ matches any occurrence
michael@0 20 * of 'foo' that isn't followed by 'bar'.
michael@0 21 *
michael@0 22 * It is "zero-width" means that it does not consume any characters and that
michael@0 23 * the parens are non-capturing. A non-null match array in the example above
michael@0 24 * will have only have length 1, not 2.
