Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 8 * Date: 09 December 2002
michael@0 9 * SUMMARY: with(...) { function f ...} should set f in the global scope
michael@0 10 * See http://bugzilla.mozilla.org/show_bug.cgi?id=184107
michael@0 11 *
michael@0 12 * In fact, any variable defined in a with-block should be created
michael@0 13 * in global scope, i.e. should be a property of the global object.
michael@0 14 *
michael@0 15 * The with-block syntax allows existing local variables to be SET,
michael@0 16 * but does not allow new local variables to be CREATED.
