Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 8 * Date: 16 Dec 2002
michael@0 9 * SUMMARY: Testing |with (x) {function f() {}}| when |x.f| already exists
michael@0 10 * See http://bugzilla.mozilla.org/show_bug.cgi?id=185485
michael@0 11 *
michael@0 12 * The idea is this: if |x| does not already have a property named |f|,
michael@0 13 * a |with| statement cannot be used to define one. See, for example,
michael@0 14 *
michael@0 15 * http://bugzilla.mozilla.org/show_bug.cgi?id=159849#c11
michael@0 16 * http://bugzilla.mozilla.org/show_bug.cgi?id=184107
michael@0 17 *
michael@0 18 *
michael@0 19 * However, if |x| already has a property |f|, a |with| statement can be
michael@0 20 * used to modify the value it contains:
michael@0 21 *
michael@0 22 * with (x) {f = 1;}
michael@0 23 *
michael@0 24 * This should work even if we use a |var| statement, like this:
michael@0 25 *
michael@0 26 * with (x) {var f = 1;}
michael@0 27 *
michael@0 28 * However, it should NOT work if we use a |function| statement, like this:
michael@0 29 *
michael@0 30 * with (x) {function f() {}}
michael@0 31 *
michael@0 32 * Instead, this should newly define a function f in global scope.
michael@0 33 * See http://bugzilla.mozilla.org/show_bug.cgi?id=185485
michael@0 34 *
