Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

michael@0 30 // range_map.h: Range maps.
michael@0 31 //
michael@0 32 // A range map associates a range of addresses with a specific object. This
michael@0 33 // is useful when certain objects of variable size are located within an
michael@0 34 // address space. The range map makes it simple to determine which object is
michael@0 35 // associated with a specific address, which may be any address within the
michael@0 36 // range associated with an object.
