Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 # This test ensures that a local variable in a $(foreach) is bound to
     2 # the local value, not a global value.
     3 i := dummy
     5 all:
     6 	test "$(foreach i,foo bar,found:$(i))" = "found:foo found:bar"
     7 	test "$(i)" = "dummy"
     8 	@echo TEST-PASS
