Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

10 uconv was originally written and contributed to icuapps by Jonas Utterström
11 <jonas.utterstrom@vittran.norrnod.se>, and offered simple conversion and
12 a way to know which encodings were available. It has since then be
13 moved to the main ICU distribution and converted to the C conversion
14 API, and is maintained by Yves Arrouye <yves@realnames.com> who seems
15 to always be looking for one more feature or option to add to the tool.
