Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 function test() {
     2     var values = [undefined, null, Math, objectEmulatingUndefined()];
     3     var expected = [true, true, false, true];
     5     for (var i=0; i<100; i++) {
     6         var idx = i % values.length;
     7         if (values[idx] == undefined)
     8             assertEq(expected[idx], true);
     9         else
    10             assertEq(expected[idx], false);
    12         if (null != values[idx])
