Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

 function testDateNow() {

     // Accessing global.Date for the first time will change the global shape,

     // so do it before the loop starts; otherwise we have to loop an extra time

     // to pick things up.

     var time = Date.now();

     for (var j = 0; j < 9; ++j)
