Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

 var a = Math.sin(Math.PI/2);  // spec does not specify precise answer here...

 if (a === 1) {    // ...but if a === 1 here...

     switch (a) {

       case 1: break;  // ...then it must also match here

       default: throw "FAIL";

     }
