Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 var obj = {p: 100};
     2 var name = "p";
     3 var a = [];
     4 for (var i = 0; i < 10; i++)
     5     a[i] = obj[name]++;
     6 assertEq(a.join(','), '100,101,102,103,104,105,106,107,108,109');
     7 assertEq(obj.p, 110);
