Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     var a = [];

     for (var x = 0; x < 9; ++x) {

         var f = function(){};

         a[a.length] = new f;

     }

     assertEq([8].__proto__ !== a[7].__proto__, true);

     // Assert that the last f was properly constructed.
