Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 function testString() {
     2     var q;
     3     for (var i = 0; i <= 9; ++i) {
     4         q = [];
     5         q.push(String(void 0));
     6         q.push(String(true));
     7         q.push(String(5));
     8         q.push(String(5.5));
     9         q.push(String("5"));
    10         q.push(String([5]));
    11     }
    12     return q.join(",");
    13 }
    14 assertEq(testString(), "undefined,true,5,5.5,5,5");
