Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 function testStringResolve() {
     2     var x = 0;
     3     for each (let d in [new String('q'), new String('q'), new String('q')]) {
     4         if (("" + (0 in d)) === "true")
     5             x++;
     6     }
     7     return x;
     8 }
     9 assertEq(testStringResolve(), 3);
