Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

 // Map can take an argument that is an array of singleton arrays.

 var arr = [["a"], ["b"], ["c"]];

 var m = Map(arr);

 assertEq(m.size, 3);

 for (var [k, _] of arr) {

     assertEq(m.has(k), true);

     assertEq(m.get(k), undefined);

 }
