Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 // obj.defineProperty can define simple data properties.
     3 var g = newGlobal();
     4 var dbg = new Debugger;
     5 var gobj = dbg.addDebuggee(g);
     6 gobj.defineProperty("x", {configurable: true, enumerable: true, writable: true, value: 'ok'});
     7 assertEq(g.x, 'ok');
     9 var desc = g.Object.getOwnPropertyDescriptor(g, "x");
    10 assertEq(desc.configurable, true);
    11 assertEq(desc.enumerable, true);
    12 assertEq(desc.writable, true);
