Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     1 var base = "azertyuiopqsdfghjklmwxcvbn";
     2 function createRopedString() {
     3   var test = "";
     4   for (var i=0; i<2; i++) {
     5     test += base;
     6   }
     7   return test;
     8 }
    10 assertEq(createRopedString().substr(0,10), base.substr(0,10));
    11 assertEq(createRopedString().substr(0,26), base.substr(0,26));
    12 assertEq(createRopedString().substr(26,10), base.substr(0,10));
    13 assertEq(createRopedString().substr(24,10), base.substr(24,2) + base.substr(0,8));
