Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     9 ECMA Section: 15.9.5.3-1 Date.prototype.valueOf
    10 Description:
12 The valueOf function returns a number, which is this time value.
14 The valueOf function is not generic; it generates a runtime error if
15 its this value is not a Date object. Therefore it cannot be transferred
16 to other kinds of objects for use as a method.
