Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

     8 File Name: 15.9.5.js
9 ECMA Section: 15.9.5 Properties of the Date prototype object
    10 Description:
12 The Date prototype object is itself a Date object (its [[Class]] is
13 "Date") whose value is NaN.
15 The value of the internal [[Prototype]] property of the Date prototype
16 object is the Object prototype object (15.2.3.1).
18 In following descriptions of functions that are properties of the Date
19 prototype object, the phrase "this Date object" refers to the object that
20 is the this value for the invocation of the function; it is an error if
21 this does not refer to an object for which the value of the internal
22 [[Class]] property is "Date". Also, the phrase "this time value" refers
23 to the number value for the time represented by this Date object, that is,
24 the value of the internal [[Value]] property of this Date object.
