Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

9 ECMA Section: 10.2.3 Function and Anonymous Code
    10 Description:
12 The scope chain is initialized to contain the activation object followed
13 by the global object. Variable instantiation is performed using the
14 activation by the global object. Variable instantiation is performed using
15 the activation object as the variable object and using property attributes
16 { DontDelete }. The caller provides the this value. If the this value
17 provided by the caller is not an object (including the case where it is
18 null), then the this value is the global object.
