Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test

8 File Name: boolean-001.js
9 Description: Corresponds to ecma/Boolean/15.6.4.3-4-n.js
11 15.6.4.3 Boolean.prototype.valueOf()
12 Returns this boolean value.
