Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

5 Any *.js files you add in this directory *will* be considered to be tests by the
6 test-staging Makefile target, used to package up JS tests for running on
7 Tinderbox. You are now probably sorry this is the case. But there is a
8 hackaround! To make the packaging algorithm ignore a *.js file here, add it to
9 the EXCLUDED set in lib/manifest.py.
