Conditionally enable double key logic according to:
private browsing mode or privacy.thirdparty.isolate preference and
implement in GetCookieStringCommon and FindCookie where it counts...
With some reservations of how to convince FindCookie users to test
condition and pass a nullptr when disabling double key logic.

6 // Platform specific code to invoke XPCOM methods on native objects
8 // The purpose of NS_InvokeByIndex() is to map a platform
9 // independent call to the platform ABI. To do that,

11 // access. The parameters for the method are read from the
12 // nsXPTCVariant* and prepared for the native ABI.
