Conditionally force memory storage according to privacy.thirdparty.isolate;
This solves Tor bug #9701, complying with disk avoidance documented in
https://www.torproject.org/projects/torbrowser/design/#disk-avoidance.

10 To move to a new version:
12 Copy the sqlite3.h and sqlite3.c files from the amalgamation of sqlite.
14 Be sure to update SQLITE_VERSION accordingly in $(topsrcdir)/configure.in as
